just found out my paypal transaction in RM was charge extra by SCB (paypal paid to streetdeal sg), emailed them and got the reply:
Dear Mr. W, Thank you for you message on 19/08/2011. Pertaining to your query, please be informed all the transaction done at overseas merchant will be imposed with 1% charge which is determined by Visa and MasterCard International even the charge is imposed in MYR.
