Have you ever backed up your contacts on your iPhone to your PC iTunes? If you haven't, then of course it would not transfer to your iPad. Sync your iPhone, go to Info tab and ensure Sync Contacts is checked. It will have an option to select Microsoft Outlook, Windows Contacts etc. Once you have sync, remove iPhone and plug in your iPad.
