U Mobile uses Celcom gsm network where UM has no 3G coverage. So you'll be able to make calls from almost anywhere since Celcom have the widest coverage. However, if you plan to use data services, then better check up UM 3G coverage in East Malaysia first, as I doubt it is very much at this time.

In theory data roaming is possible but it will be at 2g or edge speed. Many users here reported data service not working or too slow when on Celcom. Another point worth noting is that the free Um to Um calls are much easier when made from Um 3g line.
