can get those dampening mat from garage sales. i would recommend cases with less perforated/mesh area. lian li or silverstone would be nice for a silent build.

hard to get a silent case out of the box. maybe with some sound dampening materials, fan controller, pwm fans, you can have a near silent pc.
pwm pins on mobos are quite limited. you might want to check the mobo before you buy them |

you can use those fan controllers that mounts to your 5.25 inch bay. just search for them here
