So did my colleague get cheated? I feel so bad for him as a doctor in Malaysia would treat foreigners like this. I am utterly disappointed that there are doctors who only care about money.

dun get it wrong. FOREIGNERS are charged higher than citizens. This is their (clinics) rights.
I was in THAI n went to clinic for small problem, they charged me rm 200.
