I believe I am the victim of what I think is VISA system error.

Card: Public Bank VS

Exchange rate I gathered from Visa, Mastercard and BNM (1 HKD to MYR), 0% bank fee.

0.592447 was used due to posted date, 3.75% fluctuation and back to normal the next day, this is insane.

Checked forex on Apr 14, Intraday, highest also not more than 0.57.

Apparently this happened before (maybe frequently also), source of other website.

Lodge against PB and VISA, I doubt small potato like us can fight with big corporate.

VISA replied, throw the ball to Public Bank as bank has final say on the exchange rate.

And Public bank replied,

The culprit is VISA USD-MYR conversion at 1 to 4.6 on base rate, day before and after is 4.4, anyone with VISA 14 April posted transaction can share their rate?

Does Maybank VISA CC charge us for refund? Admin fee? The posted refund amount in foreign currency is same as the the purchase amount.

This is what happened to me. Based on VISA exchange rate and Posting Date

(Purchase) Jul 3: 1 USD = MYR 4.044596 + 2.25%
(Refund) Jul 29: 1 USD = MYR 4.073593 - 2.5%

I thought I will get more when receive my refund due to higher USD, but in fact, I received much much lesser.
