Can I complain to 100 now?

Just upgrade my Streamyx 4MB and my problem is, my internet speed is always having problems.
When I report my problem to TM, then they send their technician and he fix it.
But after a few hours, I had the same problem again.

I just want to ask, is This problem is related to my modem?
Currently, I using TM Innacomm W3400 modem.
Let's say if I change my modem, is my problem will be resolved?

Please advise.

They just give me that. It's modem including router and wifi.
Problems still happen now, tonight my internet speed is between 0.5 - 1.5MB for download.
Call TM and they told me to wait until tomorrow, need to do a few speedtest again.
If problem still persist, they assume that my problem is not related with the port, because it's been two times they change the port.
They told me it's a problem with the server and they will ask their technician team to solve this problem.

And I always stuck with this 175.145.XX.X ip range.
With this only 0.5MB speed, Nothing I can do,
