I just received a call from telecom and he told me i can't get 4mbps so remained as 1mbps, wtf..

Can somebody tell me why i can't get 4mbps according to the modem statistics?
I just received a call from telecom and he told me i can't get 4mbps so remained as 1mbps, wtf.. Attached thumbnail(s)
