I was watching Ice Road Trucker on History HD eariler, and i've notice few pixelation for a few second. Bitrate issue?  QUOTE MEASAT-2 Now Operational at 148°E 15 September 2011
MEASAT Satellite Systems Sdn. Bhd. ("MEASAT") announced today that MEASAT-2 had been successfully brought back into operational service at 148°E.
"We are delighted to announce that MEASAT-2 is now available to provide inclined capacity across the South East Asia and Oceanic regions," said Yau Chyong Lim, Senior Director, Sales and Marketing, MEASAT.
MEASAT-2 was launched in 1996. The spacecraft, manufactured by Boeing Satellite Systems, is designed to provide up to six (6) C-band and six (6) Ku-band transponders.
"The 148°E orbital slot is a key location with excellent coverage over the East Asia and Oceania regions," continued Yau. "We are currently finalising the design of the MEASAT-2 replacement spacecraft – to be named MEASAT-2a satellite – to support growing transponder demand for telecommunications and broadcasting services in the regions, and expect announcements on this program shortly." The objective of the study is to highlight the fact that effective regulation results in stronger market growth and the direction in which governments must move in order to tap that economic potential,” said Marcel Fenez, the chairman of CASBAA. “When governments respond to advances in technology by tightening bureaucratic controls, they threaten growth of all kinds. Asia now has clear examples of market distortions and regulatory failure and there is increasing risk that the industry will experience more pressure as the sector grows and becomes higher profile.”
Fenez continued, “CASBAA’s goal is to support an industry that shapes its own competitive business model without undue government intrusion, such as wholesale and consumer rate regulation and constraints on the development of compelling programming, the greatest strength of pay-TV. The Asian regulatory environment needs to be open—open to the flow of ideas, open to the development of great programming and open to investment from within the region and the rest of the world.”
The study analyzed 15 markets in the Asia Pacific, plus two international benchmarks, the U.S. and U.K. New Zealand, Hong Kong, Japan, Australia and Malaysia are the top five Asia-Pac markets in terms of their regulatory environments. "The best-regulated markets use a “light touch,” creating an open environment that fosters active competition," the report contends. "They, leave decisions to market players on program distribution, content choice, packaging, retail and wholesale rates, and reliance on advertising. The best regulators recognize that pay-TV distribution is an international industry, and calibrate policy choices with that in mind, avoiding single-market rules (e.g. across-the-board content labeling regulations) that make efficient international operation impossible."
At the bottom of the ranking are China, which is effectively closed to international pay-TV operators, and India, which CASBAA says suffers from over-regulation. Other markets with poor regulatory environments, the survey notes, are Taiwan and Vietnam. The Philippines and Thailand suffer from weak IP-protection systems that have allowed piracy to run rampant. Malaysian pay TV operator Astro has been awarded exclusive media rights for the 2012-15 UEFA Champions League and UEFA Europa League for Malaysia and Brunei.
Football fans in these countries will be able to see live at least six UEFA Champions League and at least four UEFA Europa League matches per match week, as well as highlights and delayed match coverage for both competitions each week. Astro will broadcast the matches on its pay TV channel Astro SuperSport.
In Myanmar, S Media has been granted all rights to the league. It will broadcast live at least six matches per match week on its pay TV channels, as well as highlights and delayed coverage of both the UEFA Champions League and the UEFA Europa League.
All rights have been granted on a platform-neutral basis, so all broadcast partners will exploit the rights via television, internet and mobile.
UEFA said: "The media rights sales process is successfully continuing in Asia, reflecting the growing interest for UEFA's club football competitions in the region.
