Hi i'm noob in OC. Is my processor and motherboard suitable for overclocking?

Below is my system spec:
CPU : Intel Pentium 4, 2800 MHz (14 x 200) 800FSB L2:1024KB on Cooler Master Jet 4
MOBO : Gigabyte GA-8IPE1000-G
RAM : 1.5GB Kingston Value Ram DDR 400
PSU : Enermax EG465P-VE (460W)
DC : Grandmars Redeon 9550 Infinite (Core:400 / Memory:700)

Yes, is 865pe, the voltage is manage by motherboard, i never adjust it. Do i need to fix it manually?
My 1.5G RAM is 2x512mb + 2x256mb, its ok? and For the FBS:DRAM, wat value should be?
