from Galaxy W, setting> account and sync > mark auto sync, background data, google account ( include contact) > click sync all
then on Nexus 4 ( already log in the same account when start up)
setting > google account > click my account > option > sync now
but after that, my contacts still empty.
Try poking around the options in the W's contacts app to see where your contacts are stored (maybe its in phone memory instead of google), or, try exporting contacts to storage, then import that file into your N4.

Tethering via wifi works on all devices regardless of brand, tested tethering via android to iphone and it works.
