This is a buggy one. Im on InsertCoin V25, restored to Sense2.1 sms app. LED notification works fine for sms, call, email etc. I dont use handcent though. Make sure you have tick all the options here: Settings > Display > Notification flash

What I meant is Stock SMS app. Version3.0 is a buggy one, confirmed the problems. Use version 2.1 if you wan to have a working LED notification, delivery reports etc. I dont use handcent and I know many ppl reported it has problems on LED notification on GB ROM too.
