Subs are for in case of emergency situations. Maybe one of your teammate wakes up with a blown rectum, maybe gastrointestinal perforation or some other medical emergency and suddenly your team is less a player. Your sub takes the absent player's place and plays, but the sub plays for the rest of the tournament. Even if somehow the original player makes it back to the tournament venue.
Substitutions are NOT for player rotations whereby you field a different line up for each match.
So in conclusion, yes, you can have 2 subs. But if any team needs to make more than 2 substitutions for any reason whatsoever, the team must forfeit their current match.
