Where is the source of the water? is it from the water tank or direct? Check the direct water pressure first, it can be found if you have water pipe outside your house. if its slow, then the main water pressure is slow.

or maybe there is water bubble accumulating inside the pipe, try open all the tap that connects the same pipe?
