Check the water pressure at the tap directly after the water meter outside (garden tap), if the pressure there is strong should be blocked taps in the house.
If you have taps in the house that has wire mesh filter at the mouth of the taps...try unscrewing the wire mesh connector and turn on the tap, if the pressure is good...clean the wire mesh connector.
