During construction, the columns and beams are exposed, so we can see the size.
I was wondering if the walls and columns are plastered, how would anyone know they curi? or experienced eye can see?

To really check, have to break or dig to see how deep, who will do it?
Anyone knows? Once approval given by council, do they monitor?

do architect and engineer follow-up?

No one will monitor unless u paid the architect or engineer. It will be obvious if the walls and columns are not plastered.

Convert it to RC Roof sure can. If the original plan submitted earlier does not consist of RC Roof than u have to alter and resubmit or else another option, abandon your CF =)

Future sales of prop no problem, but the next owner have problem with it if he wants to renovate it =)
Well, just finalize everything and alter for one more time and ask your contractor to quote you again =)
