anyone check specs after approval given?, - if contractor cheats

During construction, the columns and beams are exposed, so we can see the size.
I was wondering if the walls and columns are plastered, how would anyone know they curi? or experienced eye can see? To really check, have to break or dig to see how deep, who will do it? Anyone knows? Once approval given by council, do they monitor? do architect and engineer follow-up? |

Can we have a poll here ? Anyone have done renovation with approval (required from council), manage to get your CF??
