Hello guys, is this a right practice that doing tiling over existing tiles?

My contractor quote me cheap for that kind of work.
I worried later crack happen on the old tile underneath that will impacting my new tile work.

He said he will create holes on the existing tiles, after that pour proofing material, let it dry and only the next day he will lay new tiles.
