Service Level isnt state in Contract,its best effort basis, that what make them in comfort position.
You can request to meet the account manager, and asking to pay extra (RMXXX to RMXXXX per month, price cant be review as its depends negotiation, you required fixed ip for that).
The SLA Agreement normally consist of Bandwidth and downtime. (Latency will be based on route and upon request)
But Bandwidth wont be confirm if you using torrent and depending on host upload.
They can confirm downtime, else penalty given.
But their contract isnt really complete, fully optimize loop hole.
