It'll be hard for anyone to play PSP games from the VITA considering it's *ahem* version not the original UMD
Sony's new policy for players who owns an original copy of the game in UMD is that the players get to purchase it *again* to play in their VITA via PSN.
(so typically Sony is charging you for something you own if you want to play it in the VITA - which caused a ruckus)

True, Sony never learns.

It's like what companies do when they release a product - they'll milk the money out of their consumers.
In which case, Sony first experiments the VITA on their local market to test for faulty / bugs / errors in the VITA (in this case the Japanese and HK owners ).
They're 2nd batch will be considerably better but bear in mind that they'll probably start cutting cost and using 2nd hand replacement hardware in the machines thus making mass production of the VITA due to popular demands worldwide.

*2nd Hand Replacement Hardware is most likely that the company will sub-contract the manufacturing to smaller hardware companies which use cheaper hardware and less labor cost (maybe China).

It probably due to cost cuts - to release in the US and February way before ASIA will cost them more so they release it locally first and get enough budget to start releasing it worldwide
*Shipping Cost* is one factor
Remember the Tsunami? It affected some of Sony's Factories locally. A lot of factors is put into consideration as to why they release it locally first than worldwide.
