I personally think its not electric shock it just static as ur xbox internal fan blow the wind to ur xbox cover.. lama lama jadi static charge.. i put my hand near it can naik bulu roma sendiri...

Tested with a test pen, the light bulb on when contacting with the metal panel +.+ and after a diagnose....i realized that is the video cable that caused the shock, when the video cable (hdmi/and normal AV) plugged into my TV, the electric flow the the metal panel =.=

A quick fix is to make a grounding cable on your own. It's really simple as I've tried this myself. Test pen is lighted up when there's no ground cable fixed to the unit.. After attaching the ground cable, no more light and you definitely won't get shocked =p

See below.. =)

You'll need

1 x 1~1.5m wire (any wire will do or u can use wire from faulter adapters)
1 x 3 pin plug (this is optional)
1 x aluminium foil 3cm x 4cm (it's up to you)
1 x cellophane tape


Step 1 . Expose both end of the wires about 1 cm will do.. then twist them.
Step 2. Attach one end to the aluminium foil and tape it. THen fold it into a rectangular shape.
Step 3. Attach the aluminium foil the chrome part beside the cd tray and tape it. OR you can slide the aluminium foil into the metal grill =)

Step 4. FOr the other end of the wire. It's really up to you cos this step is optional. If u want the grounding cable to have it's own plug, then fix the wire into the "Earth" socket of the plug.

OR

Since Xbox adapter already has a 3 pin plug. In fact the "Earth" pin is a dummy. the Adapter only uses "Live" and "Natural" point.

Before you plug your Xbox to any wall socket or trailing socket, just slip the "exposed & twisted" end of the wire into the "Earth" socket and just push in your Xbox adapter.

AND you're done... turn on your xbox and use a test pen to test the chrome part or any metal part of your Xbox. No more lights and you'll no longer getting any shock treatment =)
