that arrow bolt is to hold the whole throttle spindle and hold back spring together... dat one is not the place to control ignition timing...
yes, blue one is to control autochoke...
circled red is to control where the throttle spindle should stop in relation to the butterfly flap inside the carburetor... most of the time u dont need to kacau that unless u modify the butterfly flap inside... coz if u loosen it, the butterfly flap will scratch against the venturi when u release the throttle...
circled white no idea... should be useless...

white is vacuum for intake....that place i tarik for vacuum meter....

somehow water got into the belt past few days ago
