 Install laminate on top of parquet

Spoke to a contractor for a quote today.. he say to install laminate flooring on top pf parquet.

First time I hear this...is he serious? Not a very smart advice according to me..
The house parquet is 28 years old...is he testing how ignorant I am?

I am getting some quotations and I like to ask a lot of questions and see their replies...

Some of the parquet tiles are coming out...he came to quote onsite and did not even check the parquet before replying with a stupid answer.
