Hmm... weird. The last time I checked, my wife's Steam version of Red Alert 3 doesn't have any CD-keys. I checked in the Steam Library though, not sure if that's the right place.

Stop all torrents & media-streaming, then try again. Make sure none of your family members / housemates are running these applications too.
