That's exactly the same problem I faced last time. I simply couldn't stand dogs' smell and bark. My new neighbours (tenants) had 3 dogs and they simply barked for nothing. I complained to them but the situation was not improved. In the end I wrote to local council and my neighbours were summoned. They knew -I was the one who lodged the complaint. Fortunately the tenants had moved out and my 6-month nightmare stopped.
