That day got dunno what officer come their house then the dog like silent two days only but now still start barking .
They nowadays put curtain to prevent ppl see them also but the dog still barking like hell.

Move house ? Impossible ler.coz is our house live here more than 10 years.only this 3 years they start rear the two dogs .Latest one is more noisy barking until high pitching annoying ear. I try ignore but sometimes too much oredi cause migraine.
Just praying thing become more good only .

Hmm... seems to me the owner, train or rear the dog to be guard dog, meaning, it will bark to anyone that it don't recognized as owner. Usually these dog is good in estate or farm area to inform owner there is visitor and to chase away unwanted person.
To train the dog not to bark, the owner need to enforce corrective action to divert the dog attention and provides treats when the dog stop barking.
As you say, the owner never walks the dog, only provide food and clean up poo and piss then... they just rear it as guard dog, not excatly as pet...
I guess the part that require the neighbour help will not work as seems like they are reluctant. Next option is to sound proof your room maybe... and learn to ignore the barking.... or worst case... move out.
And then that is the complaint option but how effective is that... don't know... you are still relying on others.

I am ok with dog barking.
Probably training from years living in condo
condo can hear all sorts of sounds.
If you cannot take dog barking sound, u definitely cannot tahan living in condo
