Frame interpolation is about creating new images in-between frames captured by the video camera/telecine. All HD video broadcast is at 25fps (Europe) and 30fps (US and Japan). So if the TV's refresh rate is 50Hz/60Hz, then the FI it can do is double. As far as the ball shooting past, if it's not there in the broadcast signal it's not there. No FI can do that for you.
