Let's just assume that ultimately it becomes 100% office. It is not that bad also right?

Wow! If people in management office really told you so, then I think there is already a consensus that it must strictly be used as office as stated in SPA. Why are you guys surprised? It is clearly stated what. If it can be used as residential when SPA clearly stated it is for office use, then it will be haywire down the road in the sense that there really is no need to classify a property as residential or office because they are all multi-purpose any way.

I don't think it solely depends on the wording of DMC. If I have an agricultural land and I submit plan to build a multi-storey warehouse (actually my condo la), then in DMC I put can use as residence, title all put agricultural, fully furnish it with washing machine, bed etc for workers la, can ah like that?

If you rent out for people to stay, if there is a fire, is the owner responsible? Unless the tenancy agreement spells out clearly that it is rental of office, there could be misrepresentation.

Tenants must be willing to stay there knowing that it is under office title.
