Why is the site condition doesn't seem like ready-for-piling...?

like a mess I'd say...forgive me for my limited knowledge on construction.
But the quantity of pile next to the piling machine, surprisingly so few.

I see not a single point haven't been piled, so far.

I've got a feeling like, everything seems already on site ready for operation, but you can tell the site is actually not ready for that...

maybe what meant by 'show off'...all of a sudden everything is they and actually the site doesn't need it yet.
