Fluctuating speeds from major Filehosters, but still within acceptable limits...
Capped to 3 Mbps - 3.5 Mbps (360 - 440 kBps) for the meantime...
Trafiic Management working as intended i guess...

Capping IS back on to some extent in different exchanges throughout the country.
Just a matter of severity. I'm capped at 360kBps from my usual 440 kBps.. still minor traffic management....
