Will I damage my laptop battery if let's say I plug in my battery to my laptop while at the same time using my adapter to power my laptop?

Will my laptop battery get damaged due to overcharging ?

Reason is because in case of any black out, my laptop battery will be able to power my laptop if there is a power surge.

Please help

My laptop is like 3 weeks old only but according to CPUID, my wear level is at 3%, is this normal or they sold me fake batteries?

battery capacity is at 66000 down to 64480
