Yes can using Desktop Manager to access to tethering... If you are using Unlimited BIS then no prob, if with limit then need to be-careful, as it might over limit of usage when tethering...

Maybe the place he is at are without WiFi so he need tethering instead...

Assume you are on Unlimited package and your 3G BIS connection are good at your place... There is no prob...
