I think he mean all type bullets. It is very hard to hit the target with tank without the bullet projectile. Or with any stationary machine gun, or the hind/apache etc.

I have Intel Quadcore CPU with 4870. At all medium setting at 1600x900 resolution no slow down. The only slow down is due to network issue.

At solo game I set to high setting since all the enemies will be standing there to shoot you. Just step aside and enjoy the scene.

It is a celeron. Upgrade to a Core2Duo (as a minimum) or even better, quad core then the stutter will go away.

Try to do a Speedtest.net test to a Singapore server. Seems like Time does not have direct route to Singapore. You can try playing in Oceanic servers or Jap/Taiwan.
