Does the buyer needs to be a current maxis subscriber (any plan, not iValue and/or iData) in order to purchase outright?

I'm a long long subscriber since adam>timecel>maxis and CS is telling me my current plan is not eligible to purchase outright. I have corresponding emails about this matter and the last email still say i have to convert to the iphone plan in order to purchase. Can anyone assist me? What should I do?
