Of course the last thing anyone wants is to harm the fish but the ruler isn't even in the water to begin with? Shouldn't it at least be as close to the fish lengthwise to begin with or use a piece of string and stretch over the top of the fish? I'm not being critical but I see people measure various ways so I thought I'd ask; this being a discussion forum and all. The Gar I've got doesn't seem to mind being held in the water if you want to keep it still for example and doesn't struggle until it senses you're about to pull it out of the water. So probably could use those measuring trays that Koi enthusiasts use; like a mini tank with a ruler on the inside of it so you just hold fish in place. 
Even the larger Gar that ggMing posted was OK with human contact so long as you don't try to put your hands around the fish. If you gently held fish against the side of the tank it seems to be ok; not for long but certainly long enough to stretch a string from head to tail. Again, like the smaller ones I've noticed that when it senses you're about to lift it out of the water it'll struggle. Not that I'd recommend handling fishes frequently but some people do keep growth records, etc and I suppose a monthly thing wouldn't hurt - the fish would probably get used to it. I'm still learning though, new to the hobby so I guess every detail sort of leads to a question.
