the different is... software / phone itself.. some phones cannot turn off / disabled the a-gps.. thus it will autoconnect with network[connection]
but some phones can disable and turn off the a-gps.. thus.. can navigate free...
but not only that... softwares also play important roles..
some software isnt free.. such as GarminXT , TomTom Navigator , Route66 , Papago , Ndrive , Sygic , Wayfinder Navigator,
so.. you need to buy them / pay license fee .. and i can tell u that it is not so cheap..
now.. there are ovi maps software for some nokia phones... it is free... and navigation+voice guided also free for some nokia phones..
but the other nokia phones need to buy the navigation license

got charge because.. they on the assisted gps / set go online in ovi maps .. , you may turn off that
