Yup, you can store material, recipe, food, or any unbound item. I keep my thing to sell in AH when I get gold cap removal here. And also I keep things that I want to send to another toon here (same server). For deco it depend on you, I get too much overflow, so I might as well decorate my house.
"A way to restrict the amount of crafted item overflow?" - what do you means? Up to level 30, you might not need to buy much thing. Much better if you join a kin as sometimes, the can help you to craft item you needed. Most kin will help their kinsman. You can ask when somebody shout on recruiting new member.
If you will never get a VIP, then get the cap removal. (I heard Mines of Moria pack comes with a month vip, but need someone to confirm this).
