This philips products we are selling is refurbished item. A refurbished item is just like new. Yes this item comes with security code but the code is void.
The latest bulb don't have red salt even 4200K is doesn't have red salt.

Another question would be my ballast is Taiwan made and still fully working, just the color lightning both have different color temperature. In this condition I am suppose to change the bulb or the ballast?

If the color is different, definitely its defected bulbs.
If i can suggest it will be good just to buy replacement bulb. You can use philips bulb but you have to change the connector from AMP to KET. I can provide a pair of KET to AMP connector if you want.

K stands for Kelvin is a standard measurement for color temperatures so the more kelvin you choose the lowest lumen it produce.
So which one is the brightest between 4200K and 6000K, the answer is 4200K but for human eyes 6000K looks brighter because the color is white.
You won't find highway using white lights.
