red hat is for enterprise server solutions comes with specific applications and programs for better security and performance, thus the programmers that do this need to be paid so thats why you need to pay. Ubuntu is a unique case as the owner pays for the development but gives it away for free.....a philanthropist.
Is pay-for OS based on Linux better quality than freely distributed OS?
depends on what u want there are game emulators for games free available then there are paid versions, of course the paid ones work better as it is a big project requiring many man hours to get things right while the free one is done by a group of programmers on their own time. it is not a matter of quality as there no linux programmer/application maker would wanna lose face by making a lousy one just that if they are not paid to do it and only on their free time then progress is always slower with less features.

i suggest you start with slackware as an OS then development platform
