New OS is released fast so manufacturers can pick it up and toy with it and develop hardware that revolves around this OS.

If you look at other OS development, once an OS stuck, the hardware doesn't really improve much already. Or the hardware improves to the point the OS limits the possibilities the hardware can provide to the user.

Developers need not worry so much, because the system is quite similar, they only need to modify the code a bit.
Besides, this makes it better for developers IMO, it gives them more flexibility in their product offering; hardware, and more customer base; apps.

One of the best example is the HD2, brilliant hardware, but the OS is kinda out of date for it, and doesn't offer the user the full potential of the hardware.
