 Question about upscaling videos to, 720p or 1080p

Hey ppl. Just came around this new DVD player/1080p/720p with usb port( so i can connect HDD), it connects with a HDMI to my 40" hdtv. and i was told that if i play those 'fake bluray DVDs(DVD9) which is around rm13, that it would be upscaled to either 720p or 1080p to my hdtv. is this true?

and if i were to use a HD graphic card like say HD 5850, when i play DVD9s using my DVD Rom on my computer through a hdtv, will it be upscaled? to 720p or 1080p? [or there some program to download?]

and which is better? a HD Graphic Card, or a HD Media player(like WD Live), to play downloaded HD movies?

will the upscale software do its job on 'extended desktop' mode?(becoz i have my default monitor[no HD], and my extended desktop/HD lcd tv[HD])

does it work on a graphic card like hd 5850??
