maybe ur ip fall at unaffected range for the throttle. coz one forumer here he said certain IP not throttle yet.

the speed back to normal again.. i think after midnite until morning they unthrottle the speed.

try find free http proxy 1st if cant then use vpn

isit true that MU not affected??coz i tested its same. forgot to mention i dont have MU premium.just have expired account.but the speed different is obvious.
