Yes, I think we can do it using a Malaysian credit card.  I used my credit card from CIMB Bank to place an order on the Singapore Apple online store.  The only caveat is that you have to ship to a Singapore address – in fact, the system checks for this before letting you continue, and you have no option to choose shipping to another country at all!
