quite lagging playing 2vs2 on medium when reaching population cap..

Just now I played 1vs1 against Very Hard AI .. I won in the end but there was one this time during mid game where it has considerably larger army than me, but decided to withdraw without any apparent reason.. made me feel not satisfied with the win.. is it just me, or did anyone else notice this also?
