wanna ask here...the campaign total missions are 26. Why after i've finished all, it only shows 25 missions completed?

Okay, let me rephrase.. Under what situation or circumstances will you decide to go for base expansion. Is there any situation in general or you'll automatically expand ur base in every game you play.
