Yes, there is coverage and speed is quite decent. Around 1.5 - 1.9 Mbps.

Your speed has been capped? Are you a new user? Try calling customer service to get the capping issue rectified. As for the torrent, it's a known issue that you can't use UBB for torrent, partly due to the poor upload speed.

Your account just got capped so you need to contact their technical support and ask them to check your account. But make sure you check with other area and see if you can get up to 1-2Mbps. If you can, that means your area is congested.
