Oh no, ur proc faulty already, sell me RM15 postage to KL. I collect this kind of faulty proc.
joke aside, this is the processor power saving feature. when idle, it will down-clock the proc so you wont read 2.9GHz. when under load, the proc will go back to original clock speed. ntg to worry about. but u still can sell me this proc for RM15. seriously.

http://techreport.com/articles.x/7998/2btw, i experience once that my overclock failed, and my bios auto set the minimal setting which mean my proc run slower than the clock speed. and i have to change it manually. not sure if your case is same or not tho. but worth a visit to BIOS.
