Hi suanie, I'm a resident of Tiara Kelana at Block D also, good to know a new neighbour

Management has improved, previously they only collect the service fee, recently they split it to service and sinking fund so at least we see some of the outstanding work getting done to the buildings. Even though the outside looks bad (they have never repainted the building until now), the construction is solid with good soundproofing and the built-up is spacious. Roofing has also recently been repaired so less leaking problems now. We have 24-hour maintenance for emergencies, any other maintenance needed can be reported to management office.
Facilities wise, the pool is recently renovated and the gym has been refurbished with new equipment and flooring and the card is available to residents for a fee of RM 50. We also have squash courts, basketball, karaoke room, BBQ pits, playground, spice garden, a daycare center, laundry, sundry shop and mamak (currently the sundry is closed as our mamak operator took off without informing management, we have some ladies offering home-cooked food at the premises in the meantime) There are also classes during the week at the multi-purpose hall, Taekwondo on tuesdays and yoga on wednesdays.
Parking is limited, most units are given only one lot, like suanie said, please check with the owner as some units may have more than one lot or none at all. Perimeter parking is RM 300 for 6 months, first come first serve basis and available every Jan & June. Visitors have 20 designated lots to park at.
For utilities, water is given at commercial rate which means we don't get rebate like landed property. This is due to Tiara Kelana being zoned as commercial, which our JMB is working hard on changing. Water bill is paid to management and issued every two months. The title status is still leasehold and strata title is not yet issued but last I heard was that our title is approved already and just waiting for it to be issued.
Transport wise - > two buses go past here. From KJ LRT station, you can take T607 (to Ara Damansara) and that stops right outside the guardhouse. T624 (to the stadium) goes past the mosque, it uses the access road for PJ Sterling so just hop down from there and walk in. Otherwise, it costs about RM 6 for a taxi from KJ LRT.
