That so-called sway bug was patched by IW in v1.3 by forcing the shots to be registered from the client-side instead of server-side (since the sway pattern between the 2 sides are not synchronized). And yes, I still do notice the shitty hit reg sometimes, but it only happens to me when the latency gap between me and the player I'm shooting at is greater than 100+ ms.
EDIT:
And also, not that I do not agree with the removal of sway for competitive play, but the passive movement of the iron sights was essential to balance in stock CoD4 (Hey, AK/M4 swayed in stock cod4 for a reason you know...). When the devs of Promod removed the sway, they should re-balance (aka nerf) the AK/M4 so that they wouldn't make the other guns in the same category seem useless in the face of them. But hey, they didn't, and now everyone's whoring the AK-47 like how they whored the P90 in stock CoD4.
You don't feel the hit reg without the sway. Then again I wouldn't mind the sway to be honest. The harder the aim, the more skill required <3. But then again, they wouldn't need to sway since the SMG already does such shit damage at med - long range; Which I guess sort of makes up for there having no sway [And previously no-sway ak74 was the things all the cool kids were doing in promod3.].EDIT:
