Yes. For normal account need to keep some money inside. DBs have this account called DBS My account where you can keep basically zero amount and no issues.
You can open My account online and close the posb account and transfer the remaining money into it via online.
That's why I said if you know how to use posb account, you can basically keep close to zero amount inside. I havent tested with really zero.
